+1/+1 synergy commanders are typically quite solid, and Elrond, Master of Healing combines that with natural scry synergies. Being able to confidently stack your deck while helping your creatures grow is readily recommendable, and there is always something to be said for the flavor of having Elrond in the command zone.
Like many other Simic commanders, Elrond dips further down the list in large part due to his competition. If you want counter synergies in Simic, I would lean more towards Ezuri, Claw of Progress, who even shares some creature typing if you want to build elves. Overall, this card is middle of the road, which is fine, but you can do better.
