I don’t know that the power is really there, but being able to do silly things with counters is potentially a lot of fun. That silliness ensures that Goldberry at least makes the list, but requiring multiple activations (either spread over multiple turns or also requiring an untapper) could be a deal breaker for some.
While she is inexpensive herself, she is also potentially a little too easy to disrupt for my liking. Still, if you are not worried about removal and have some counters that you’re just dying to move from permanent to permanent, Goldberry, River-Daughter does a stellar job and is unique enough to be worth highlighting.
