Technically, every Commander in the game represents inevitability. Even the smallest 1/1 can eventually win with 21 Commander damage, but good luck getting there. Frodo, Sauron’s Bane represents a much cleaner form of inevitability. After being tempted enough, Frodo is a lethal threat, and there is very little your opponents can do once you get there. Frodo is a game warping threat, turning all of your opponents into Sauron watching for the Hobbit.
A few temptations and a Whispersilk Cloak is all you need to represent that spooky inevitability, and you’re also gaining back chunks of life (plus any ring bearer bonuses) in the process. The design is surprisingly simplistic, but simplicity does not preclude power, and even the smallest of Hobbits can make all the difference.
